District of Columbia — Code Adoption Summary

Notable outlier: DC is running one of the OLDEST code sets in this entire 51-jurisdiction dataset — still on 2017 Construction Codes (2015 ICC family, NEC 2014) as of this check, though a modernization effort just began in 2026. This is the most-dated jurisdiction confirmed in this entire dataset — NEC 2014 and ASHRAE 90.1-2013 are notably behind every other state/city checked (compare to CA's NEC 2023, WA's NEC 2023, etc.). Any DC project should independently verify current status before design, since this creates unusual risk of stale assumptions.

Modernization in progress (2026+)

  • 2026-02-11: DC Dept. of Buildings (DOB) was designated the new lead agency for construction-code development, explicitly tasked with accelerating adoption of newer ICC/NEC editions.
  • Public listening sessions concluding ~Sept 2026; first proposed rules expected mid-to-late fall 2026; 45-day comment period; second proposed rules summer 2027; final rules winter 2027.
  • Practical implication: DC's code is expected to remain on the dated 2017/NEC-2014 baseline through at least 2027 — do not assume a newer edition is in force without checking DOB's current status directly.

Adoption model & precedence

  • Codes are citywide-mandatory; DCMR Title 12 amendments layer onto the base ICC/NEC editions.
  • AHJ = DC Department of Buildings — no county/city sub-jurisdictions within DC (unlike every other entry in this dataset).

AHJ fallback (when local adoption is unverified)

  • Current baseline (dated, confirm before use): 2015 ICC family, NEC 2014, ASHRAE 90.1-2013 (eff. 2020-05-29 for all).
  • Action: given DC's active 2026-2027 modernization effort, always check dob.dc.gov directly for whether new rules have been finalized before relying on this dated baseline.

Change log

  • 2026-07-03 — created; verified DC is running the most-dated code set confirmed in this dataset (2017 Construction Codes = 2015 ICC family, NEC 2014, ASHRAE 90.1-2013, eff. 2020-05-29); flagged active 2026-2027 DOB modernization effort with rules not yet final.

Adoption dates move. Confirm the governing edition with the AHJ before issuing for permit — this entry was last checked on 2026-07-03.
