Adoption model & precedence
- The Florida Building Code applies statewide. Local governments cannot adopt weaker technical amendments; local amendments must be more stringent, address local conditions, and be filed/justified per §553.73 F.S. (with periodic sunset).

HVHZ (Miami-Dade + Broward) is the biggest Florida-specific wrinkle: enhanced wind-load, impact-resistance, and Miami-Dade Notice of Acceptance (NOA) product approvals. Structural/envelope only — does not change NEC/IECC editions.
FL-specific energy-code amendments beyond the 2021 IECC base (8th Ed., verified 2026-07-03)
- Lighting power density (Table C405.3.2, space-by-space method): FL's 8th Edition reduced several space-by-space LPD allowances below the base 2021 IECC values — do not assume the base-IECC space-by-space table applies unmodified in FL; confirm the FL-specific value.
- High-efficacy lamps/luminaires requirement tightened from 90% to effectively ALL permanently installed luminaires/lamps (with a narrow exception for lamps in kitchen appliances) — stricter than the base IECC's historical 90% threshold.
- Functional testing evidence for lighting control systems is now required before final inspection passes — a FL-specific procedural/inspection requirement layered on top of the base IECC control-functionality mandate.
AHJ fallback (when local adoption is unverified)
