Key trap: each Oregon "Specialty Code" updates on its own independent schedule — building (2025), electrical (2023→2026 pending), plumbing (2023), energy (2025) are ALL different vintages simultaneously. Never assume one implies the others.

Adoption model & precedence

  • All Specialty Codes are statewide-mandatory; local jurisdictions enforce, with limited local amendment authority.
  • AHJ = local building department, applying the current statewide Specialty Codes.

AHJ fallback (when local adoption is unverified)

  • State baseline (certain, as of 2026-07): OSSC 2025 (mandatory 2026-04-01), OESC 2023 (NEC 2023) with 2026 OESC pending ~2026-10-01, OPSC 2023 (UPC 2021), OEESC 2025 (ASHRAE 90.1-2022).
  • Action: check whether the 2026 OESC has taken effect by the permit date — it's actively in adoption as of this writing.

Change log
