Adoption model & precedence

  • For the vast majority of private projects, the local city/county building department is the actual governing authority — it may adopt a different edition entirely from the state reference table above, and has full authority to set local amendments.
  • The state minimums apply narrowly: public buildings, and areas that have no local building-code enforcement at all (common in rural Wyoming).
  • AHJ = local jurisdiction first; state reference minimum only as a fallback where no local authority exists.
